          The low bid for a runway rehab project at the Storm Lake airport was 25-percent above the engineer’s estimate.

          Two were arrested after the Buena Vista County Sheriff’s Office investigated a report of homemade explosives being set off on 100th Avenue north of Storm Lake Saturday evening.
