A Storm Lake man was arrested early Wednesday morning after police were dispatched to 604-C West Eighth Street to investigate harassment.
          The reporting party told police she allegedly received harassing phone calls from a person identified as 31-year-old Justin Howard of Storm Lake.  The reporting party told police that she told Howard not to call and Howard was reportedly trying to get her to pass information to his girlfriend who had a an order of protection against Howard.
          Howard was located by police and charged with third-degree harassment, violation of a no contact order, and second-offense public intoxication.  He was held in jail without bond.
